Licence Limitation Expanding Database

Hi,
I'm working on a native navision database 3.60.
When i want to create a database with more than 64GO space, i have a message that my licence can't create a database more than 64 go.
My NSC tell me to backup the databse and restore it in navision version 4 and working with navision 4.
But nothing change !!
Can someone help me or have you the same problem ?
