C/AL Code Permission in Forms

Hi Friends,
Our client has purchased licence for report and form designer. While creating new reports or modifying existing reports, client is able to write C/AL code but when creating new forms or modifying existing forms , client is unable to define variables, see/write C/AL code.
Any suggestions. Does C/AL code permission is seprate from Form designer.

I think you need the Application Designer for that.
