Wrong question on Financials exam

Last monday I past the Financials exam.µ
I encountered a question that talks about a Finance Credit Memo.
The question was what do you have to do before you can create a Finance Credit Memo.
a) Issue reminders
b) Create reminder terms
c) Create Finance Charge terms
d) You don't have to do anything.

But actually it isn't a Finance Credit Memo, but i Finance Charge memo.
Just in case you have the same problem...

If you think it must not be finance credit memo and the answers relate to finance charge memo, you are right but the question is correct. It's no problem with the question but just trapping the exam taker.
