Is it possible to use 2 different local databases and in the shortcut select which database to use, like C:\navi356a, local,database=c:\database1

Yep. It's possible. If you want to run the two simultaniously copy the application files to a seperate directory and refer one of the shortcuts to this directory.
C:\Navi356-1\NaviN.Exe Local,Cache=10240,CommitCache=3072,Database=C:\Bases\Base1
and
C:\Navi356-2\NaviN.Exe Local,Cache=10240,CommitCache=3072,Database=C:\Bases\Base2
The entire application is only approx. 5MB.
