Dataport changing foreign characters

Hi guys,
Strange problem here. I have gotten around the import/export of foreign characters, in my case Russian Cyrillic. I did this by setting up windows regional settings so the character set for non unicode characters is Russian.
So when i put russian in excel, save it as DOS TEXT format and import it into Navision it takes in the russian characters perfectly..... almost.....
All the strange (to me) russian characters come in fine. However the characters POCC came into Navision as POTT. When I export the data from navision again and reopen it in excel its still now POTT.
Why would this change, only only the C character, and what can i do to prevent this?
