Automating Email using Outlook 2002

I am trying to send automated email when something goes wrong with an unattended interface using the Navision MAPI automation controls. Microsoft has apparently secured a breach in Outlook 2002 that requires a user to accept when contact information is accessed. Since there will be no user to accept, this is a problem for me.
I really don't want to access the contacts as I will provide the to address myself, but apparently the API makes some reference which triggers this message.
Does anyone know if there is a setting, option, or method to eliminate the is message?
The message is: A program is trying to access e-mail addresses you have stored in Outlook. Do you want to allow this?
