Security Filter

Hi all, does anybody know if and how the "Security Filter" of the Permission table works? I tried to set up a new role to allow a user (a salesperson) the permissions just to read his customers, but apparently the filter has no effect.

I wonder why they did not point it out neither in the on-line help, nor in the installation manual....
