Information About Commerce Portal

Hi.,

My Client requirement is he sends Enquiry to some vendors and the authorized vendors will make quotations all this things has to be done through web. Enquiry has been customized as per the requirement. till now i did't use the commerce portal is this fits the requirement. if i want to use commerceportal can i have licenses for the web users also..

Please help me in this
