Utilising safety stock in the sales (without using SKU)&

Dear all,
I am currently utilising safety stock in a job order company using lot for lot reordering policy but doesn't use stock keeping unit. my case is as follows:
A. product name : compressor
B. safety stock : 10 pcs (fill in the safety stock field of planning tab in the item card)
C. qty to sell : 30 pcs (1st delivery); Location : blue
D. Output : 30 pcs, scrap : 1 pcs.
E. Safety stock : 9 pcs (1 pcs to replace the scrap)
F. qty to sell : 30 pcs (2nd delivery)
G. Production order needed :
1. 1 pcs for safety stock (to make it become 10 pcs again)
2. 30 pcs of sales order in the location blue

the problems are as follows :
1. it's difficult to transfer item in the safety stock to location blue, except using item journal by using positive and negative adjustment. does navision has another way ?
2. can navision generate production order and materials requirement in planning worksheet from sales order either for safety stock and sales order created by using capable to promise calculation feature? so I must not use calculate regenerative plan in the planning worksheet.
