Database Service Always Uses the Defualt Port (2407)

Hi there!
I'm trying to run two instance of database service. I've already modified the Host and Services file. In the services file, I've specified ports 1300 and 1400 accordingly.
My concerns is this, when i'm running the second service still it uses the default port 2407 instead of 1400. Any idea why is this happening? I've rebooted my pc already having in mind that it may take effect after restarting.
Any help will highly be appreaciated! Best Regards!
