error in generating production order from forecast

Dear All,
I've got problem when I want to generate production order from production forecasting using planning worksheet with option MPS. I need 2 items' production orders (item A and item with a qty 10 pcs/day for a week. The items' availability are zero. But the system only generate one item production order (item but the other is not, yet the system generate both production order if item A qty is 40 pcs/day. The items' manufacturing policy and reordering policy are same for both. I don't know why this happened.. #-o ](*,)
