I have tried to use 2 languages in version 3.70 before. i.e. English(US) and Chinese(PRC). It is working fine without restart my pc.
My regional setting will set to non-unicode --> Chinese(PRC).
If not mistaken that in your Navision client folder contains 2 folders, it is ENU and RUS??

Exactly. In your regional settings, non-unicode has to be set to Russian. This will mean that Navision will correctly display English and Russian characters. There is however a big BUT. If you run any other non-unicode software they may become illegible if they also don't have a Russian language layer.

if i understood your question right - you want to work with Lithuanian and Russian languages both of which use extended ASCII (i.e. characters with ASCII code >127 ) ? To my knowledge it is impossible without using unicode
