You actually can use machine card as a resource, by writing name of resource in the machine card name field, so machine card can act as a resource. If the resource you want is manpower or labour. for example, Machine No. 100, name : jhonny, capacity : 1 , planning calendar : 8 hours/days.
I think you can make a comparision between production BOM type and assembly list BOM type (item card--> item --> assembly list --> BOM)
where in assembly list BOM, there is a resource type and directly connect you to resource list by clicking No field but in production BOM doesn't have.
You could check by press Shift+F12, Table ID 90 (BOM Component) and Table ID 99000772 (Production BOM). You may see the C/AL Codes differences between both. So, based on this comparison, I think you may do in routing line like in assembly list BOM.
