No public means for everyone.

For partners means that partner can use it when discussing some things with customer or prospect. It means "public" but not directly (you must retranslate the document into another text which you give to your customer... :-))

What does a customer developer mean?

Does it mean a customer that has report writing granule? Application Development?

The first page says Partner Confidential.

Introduction says

This document is intended for Microsoft partner and customer developers who are about to implement or upgrade to Microsoft Dynamics NAV 5.0.
