form - command button on picture box

I have made a new comment button, but when I place the command button over the picture button, I can not "push" it. It seems like the picture is over the command button.

This should be simple because I've done it correctly before, but for some reason, I can not get the command button to be on top of the picure on a comment command button.

Can some one help me?

    Click on the picture control, then on 'Format, Send to Back'.

    or maybe better, click on your button control, then on 'Format, Bring to Front'.
