[solved]Error on opening newly created company

Hi,
This is on 3.10 Native Nav. The license has unlimited companies. After created a new company(the 11th), user got error "tabledata 14020040 does not exist" on opening of the 11th company. Table 14020040 is payroll setup table and does not exist on 3.10 verison. It was wired to get this error and this never happened in the past when creating the other companies. I am able to open object desinger, but got the same error on Main menu form. The debug stopped at
These error was from codeunit1 ApplicationManagement. And that object has not been changed since 5/02. I was able to create one company using their local database. There might be some setup were different, but what?...
Any suggestions will be appreciated!

compile cu 2 and see if that table is referenced in that CU. If it is delete and comment out the code.0
