NAV 4 SP3 Upgrade Toolkit (is it available yet?)

I am looking for a NAV SP3 toolkit on Microsoft's Partnersource and I can not find it. I can only find toolkits that are meant to be used for earlier NAV versions (4 SP2 or earlier)...
I' am wondering what to do, as I have to start to upgrade a NAV 3.60 customer to NAV 4 SP3, should I just use the NAV 4 SP2 upgrade toolkit ?

If you are looking for the quickguides/dataconversion fobs etc. you can use the one from sp2.

Hmm, I just don't quite get it - then I am actually only upgrading to NAV4 SP2 - which makes me think that there must be next to none difference between SP2 and SP3, therefore it is "sufficient" only to upgrade to SP2 ?!
(does that make sense ?)
