Outlook Synchronization Handler.OApplication Version 4

I was wondering whether you could help me.
At present will have access to a Version 4 C/SIDE database. No Service Pack.
The problem at present lies with the Mail (Codeunit 397) and especially the NS Outlook Synchronization Handler. There is both a test database and a live database both with the same objects. The test database is located locally where as the live database is based on a server.
When we run a certain report which calls the Mail codeunit it works fine within the test database. However within the live database it produces the following error message...
This message is for C/AL Programmers:
Could you not create an instance of the OLE Control or Automation server identified by GUID={Range of numbers} 1.7 {Range of numbers}:'NS Outlook Synchronization Handler'.OApplication. Check that the OLE control or Automation server is correctly installed and registered.
I have reinstalled the client version and at the same time de-register the OL handler.dll and re register the .dll. Again the codeunit works fine within the test but the problem still lies on the live database. At one stage within the live the report worked successfully. However once it was run again the problem came back. I have compiled the codeunit without any problems and within debugger the OApplication can be found but not created. ](*,)

You are using same client installation to access both DBs?
There were some issues with the outlook integration .dll in some 4.00 versions. Try to use SP3 .dll.0 -
They are accessing the same database using the same client.
I will try and test the report within SP3 and see whether this is solved here.0
