Unable to access http://localhost/default.aspx

Hi,
I have configured all the things regarding the Employee Portal but when I browse through http://localhost/default.aspx I receive a mesage "You are not authorized to view this page". Please tell me where I missed.

    1.IIS->Properties->Directory Security tab->make sure you have the anonymous Login Checked

    2.Run the permission Wizard for the virtual directory

    I did the point 1 and then ran browsed the destination and again found the same problem
    ===
    Access denied. You do not have permission to perform this action or access this resource.

    Access requests are not enabled.

    The point 2 I am not able to understand. Do you want to configure the central administration portion through IIS-> Sharepoint Central Administration

    Same problem found.
    P.S.=My machine is not a domain controller.
