You can do this only if you're using Warehouse Management features in Navision.
You can only create one invoice for multiple shipments without using the WHM module.Confessions of a Dynamics NAV Consultant = my blog

There are a couple of ways of doing this.
One way is to create a shipment in WHM, then click on Function --> Get Source Documents.Confessions of a Dynamics NAV Consultant = my blog

It is possible to Ship more than 1 order in 1 shipment.
But navision will create 1 Posted Shipment per order. So for the print that will go the the customer you do not have a solution.
Logistic yes, outgoing documents are not standard possible.0 -
If having two documents instead of one is an issue, you could use the Posted warehouse shipment document and modify it to print the customer info on it.0

You can also add a new field to the posted shipment table with a tablerelation to a combine shipment table. This table contains multiple shipments and you create a new report on this.
In Navision it will still be more shipments but your customer will not know this.0
