Work Type Codes - Job Budgets

Does anybody know why MS continues to not put any functionality in the Job Budget for Work Type code? Is there an easy add-on for this?

Jobs have not been changed for years, but I've heard that 5.0 will be different. I don't know about any official statements.
There are ton's of add-ons for Jobs. Almost every Partner has one. Just look around.
