BN error

Hi Everyone,

I try to install Navision BN. Here is the configuration

Windows 2003 SP1
Navision 4.0 w/o sp
SQL2000 sp4
SQL BN sp1
Navision Demo database (MS SQL)-NAV400
Navision BN server
Navision Client with BN manager
partner lic.
install all this in one server
use domain\administrator

after I installed all this, I can find seting in table 9801.
But when I try to connect to server use BN Manager, I keep getting error:
The program cannot connect to the server XXXX. The server might run under an account which is no longer valid or the web configuration file might be corrupted. Please contact your system administrator.

Any body face this issue before? Am I missing any thing here? I read Lisa's post, she mention that have to have designer.dll hotfix, could this be a problem. since I could not find this hot fix?

Any idea?

    I just double check our partner lic file. I could not found 7010 and 7011 which indicate in the mannual, could this be a problem?
