Cost of User Portal

Does anyone know the cost of User Portal? Both 3.6 and 3.7 price list do not have this information. If a customer has 10 web users, it has to pay $7000 for the web users license. Is it the total cost for User Portal solution (licensing part)?
Each web user license costs $700. This does not apply to Commerce Portal users, right?

User Portal itself is free. The costs come with the dependencies including the Navision Application Server, Web Users, and the additional development time to create/augment the existing User Portal Web Parts to have them specifically meet your needs.0
