Format Problem

Hi,
we are currently customising existing product navision 3.6 as per customers requirement,
One of Customers requirement is that Amount shown in application should be in Rupees format(Indian Currency) i.e.
amt
999,000,000.50
should be shown as
99,00,00,000.50
This change is required to be done applicationwide.

    The handling of the formatting of a currency is primarily done by the Operating System and can be changed in the Regional Options screen.

    but i already triesd out that option but doesnt seem to be of any use.
    Can thr CAL we format it, as per FORMAT function it provides option of formatstring of<decimal thousand> but its not of any use to me.
    Any suggestions????
