employee portal problem

hi,
I have installed :
1Windows 2003 Server
2.IIS
3.ASP.NET 1.1
4.Message Queuing Services
5. SharePoint portal Server 2003
and installed Navision client and NAS and all the steps described in the document of installation with success.
I have a probem with the web.config file; when i am starting to install Navision employee Portal front end component, i have a warning web.config does'nt exist in C:\inetpub\wwwroot\. please help me and guide me step by step.

And is the file existing? Have you enough rights to access the IIS website folder?0
