How involved is a 4.0 to 4.0 SP1 upgrade, and what is in SP1

I know I can't get specific anwers since no one has a copy of our database. But in general we kept custom mods to a minimum. We modified our business practices to fit Navision, much more then Navision to fit our business practices.
We are currently upgrading from 2.0 with advance distribution to 4.0. The cost is running around 40,000, which includes a few new granuals for functionality that was in 2.0 but now is a separate license in 4.0 (ie responsibility centers).
So, I figured we are going to 4.0 why not go all the way to 4.0 SP1, now I am told it will cost around 8 - 15,000 to upgrade. And involve a significant amount of testing on our part. as there are a lot of changes in SP1.
We use native database, is there anything of value in SP1 for a native database?

SP1 has bug fixes, enhancements to inventory relating to stock keeping units, deposits, inventory costing, financials, and over 250 "corrections" to fix bugs reported in 3.7 and 4.0, and enhancements to C/FRONT.
There is also an addition module - Employee Portal, which provides the non-Navision user access to limited Navision functionality.David Machanick

The client has some important improvements in stability.
Ask your NSC for a list of bugfixes. If you do not use any of this functionality you can use 4.00 with the 4.01 (SP1) client.
Otherwise I advise to upgrade to SP10
