NAV 2009 R2 - Classic Client - Adding Table Boxes On Reports?

I'll preface this with the fact that I have basically zero knowledge of NAV but I'm fluent in C#/SQL Server/SSRS/Power BI.
We are using NAV 2009 R2 (classic client) and we have a custom report that we use for generating Bills of Lading.
One issue with the report is that it is designed with many textboxes using hardcoded elements for multiple arrays. For example in the image, you can see "=<BOLGDesc[1]>" and it continues down until "=<BOLGDesc[25]>" and the process repeats for every column. This is an issue because some of our BOLs exceed 25 lines and the users have to run the report filtered for a specific line numbers and repeat the process until they have printed every line. It is error prone and the report isn't modular. Having to add new columns is a headache that involves lots of manual placement of textboxes.

Is there a way to replace these textboxes with something dynamic like a table? The "Table Box" button in the Toolbox is grayed out. Why is the "Table Box" grayed out?
I've tried searching the web but information is very difficult to find. Everything I've seen says it is possible to create table layouts for reports using Visual Studio 2008 for the Role Tailored Client but I haven't been able to find anything specific for the classic client.

This could have been done to limit 25 lines to be printed in a page, for example, is that not the case? Must have been some reason for this to be designed like this.
Regarding adding a table to the report, this needs to be done in the dataitem.
