upgrade from nav2015 to bc19

                    hello NAV experts,
I have just upgraded a client but got two issues with permissions - some did not get transferred across, not sure how this is even possible and when then importing them via rapidstart (xml did not work) got the following error - "The field Object ID of table Permissions contain a value xxx that cannot be found in the related table AllObjWithCaption".
Seeing as this is a system table and I cannot run or do anything with it I am not sure what do to.
Can someone advise, please?
