Only 2 users can publish to Business Central Cloud from VS Code

in NAV Three Tier
Hi All,

we have an issue that only 2-3 users can publish the customization from VS to BC cloud version. But all the users have same user groups and permissions assigned.

please suggest the resolution.

    have you assigned license for other user?
