High CPU load when starting NAV service tiers

in NAV Three Tier
After a reboot of the server I start the NAV service tiers. After the service tiers has status Running, the CPU load is 100% for about 10 a 20 minutes.
I have no clue what the service tiers are doing. Anyone?

    Please check if the 'Compile and Load Business Application' setting is enabled on the service-tiers. This settings configures if the server should compile and warm up the whole Business Application at startup.
    This can improve performance on a 'cold' server.

    The setting was indeed enabled and was causing the high CPU load. Thanks for your reply
