Regenerative Plan ignores free stock

Dear all,
If you create a production order with some component, which is not reserved on stock, the regenerative planning will still recomend to purchase the component to match the demand. I was expecting the system to find the units on stock and reserve it automatically before recomending some purchases.
What I'm doing or understanding wrong?
