Is it possible to put in the Start Menu (what would be the menusuite), a new item for all users to view?

I dindt see "Index" or "start menu" for add product:

That part is Page Actions under Action Group "HomeItems" of the rolecenter that the user is using. You will need to add it for every rolecenter that is being used by users, if you want EVERYONE to have it.
