Digipoort: Submitting ICP declaration is giving an error

Hi,
I have question about Navision 2016 NL version.
I have created a new ICP declaration for 2019
When i am submitting this ICP declaration i am getting an error:
A call to Microsoft.Dynamics.NL.DigipoortServices.Delivers failed with this message.
The request was aborted. Could not create SSL/TLS secure channel.
I checked the certifcate . it was valid until 2020.
How can i solve this?
