Technical upgrade from 2015 to BC possible?

Hi All,
I tried a technical upgrade - just open old DB from new development environment - from 2015 to BC (140) and got the message "You do not have the permission to read the NAV App Setting table". It was missing the NAV App tables probably On itself not strange,
Has anyone an idea how to overcome this? (except from proper upgrade or rapid start)
