problem with connecting to NAV as Limited User

Hi all,
I have a quite strange behavior when trying to connect as Limited user:

If I open session as Full user, change myself to Limited and KEEP connection open, then I CAN create another connection (and yes, it’s limited – can’t update 4th table).
But, if I close my Full user’s connection, then as Limited user I’m receiving error “Your program license does not permit more users to work simultaneously. Wait until another user has stopped using the program. Contact your system administrator if you want to allow more simultaneous users on your system.
Standard Cronus works fine in both scenarios.
Event log don’t show any information.
NAV 2015 (8.0.39663.0) on Terminal Server

It looks like something with setup. But what it could be?

    Please take a look at Codeunit 40: LogInManagement. There is any change from standard Cronus ?
