SessionIdelTimeout not taking effect

We have just moved to NAV 2018. No matter what settings I have tried I am unable to get idle sessions to be killed.
What I hope to achieve is that after 30 minutes of inactivity the user is kicked off. This was working fine in 2013, but now with Session Idek Timeout set to 30 minutes, users can still stay connected indefinitely without activity. I have set the Keep Alive Timeout to be higher than the SessionTImeout, so in effect the client never refreshes itself, and should terminate after 30 minutes. Attached are my settings, what might I be doing wrong?

the setting on the client computers also need be changed.
