Error on upgrading data from nav 2015 to nav 2016.

in NAV Three Tier
When ever i start the data upgrade in nav 2016, I have the below Error...
Get-NavDataupgrade -ServerInstance: dynamicsnav90 -ErrorOnly

    Try uploading a Developer licens to the service tier and restart tier.
    It should do the trick

    Thanks for your response SanderDk. Am currently using a developer license and i have restarted the service tier but still am having the same error.

    And it is a current License? Sometimes you need to go download a new developer licens to handle the new upgrade objects.
    Try going to partnersource and configuration a new Developer licens.
    For help, do not use PM, use forum instead, perhaps other people have the same question, or better answers.

    Hi SanderDK i have downloaded another license but is still not working am having the same error. The license am using is a partner perpetual license though.
