.NET DLL Error - cannot create instance

I have deployed some NAV code that calls a .NET dll thru .NET Interop. It has been working just fine. Then yesterday, I was suddenly presented with this error when I launched Dynamics NAV:
This message is for C/AL programmers: Cannot create an instance of the following .NET Framework object: assmebly xxxxx....
Restarting the NAV Service did not resolve the error.
However, we then restarted the entire server and this did solve the error.
Can anyone point me to the cause or what happened here?

For me it is solved by closing the NAV RTC, Development environment and reinstalling Data Director. Earlier DD was unable to created LS Retail Add Ins in RTC folder because RTC application was open while installing DD.0
