Could anyone let know the exact significance of "Location Filter" field on Item Table in detail.

    What report are you trying to use the filter on, and what field are you trying to filter?
    Usually the max length for a filter in a report is much largest than 10, unless it is not a standard system-created filter but rather a "custom" filter in the Options Fast tab for example.
    Can you detail where you are facing this issue?

    Basically I want to see the Inventory for all Items on all Locations.

    Considering the report logic, try adding the Location as data item on top of the report and see the working. Define the proper location filters @ Value Entry as per your location code.
    I think, this should work.

    You have to create location wise quantity fields like below
