Change webservice default language NAV 2017

Is it possible for a NAV 2017 Web Service to change its language to other than "en-US"? There's an option field in the Nav page with German captions but inside the .NET App it only shows the English captions.

    I set the value <add key="ServicesLanguage" value="de-DE" /> but webservice captions are still in English. Server restarted. Do I miss something?

    UPDATE: Made the same setting from NAV2017 Administration and it worked.
