Permission on Tools, Object Designer

in NAV Three Tier
After successfully installing a patch i am facing this issue. Never saw this issue. Looking at the error i think it is permission issue with the license.

Is this a permission issue or something else ?

    Simple permission issue. My Bad. Changed the user permission to super.
