Object Metadata locked by another user... who?

in NAV Three Tier
Hi all,

i've a problem. When i try to import or recompile some object on a specific DB (NAV 2015) i've this error:

I'm alone here (there isn't other nav developers) so there is no user can lock me, so... how can i understand what happened? I would not stop and start every services...

    Can anybody share more insights on this? I mean I understand that object metadata needs to be synched to all NSTs that point to the same database. I also understand that this is only valid if you change tables, so that SQL objects are updated as well. But what is the reason why it sometimes blocks for a very long time, and in another database it doesn't seem to block at all?
