NAV2017 Upgrade - Table 0 does not exist

I am in the process of upgrading a client database from NAV2009R2 to NAV2017. I have completed the steps to upgrade to the NAV2013, but now when I try to convert the database to NAV2017, I am getting the message "Table 0 does not exist"




All tables have been re-compiled in NAV2013 without error, but I cannot get past this error. There is nothing to indicate where the problem lies.
Any suggestions would be appreciated.
