Development license does'nt expired in NAV 2016

Hello there, can anybody help please... When I upload an expired NAV License file in NAV 2016 it's still possible to connect to NAV RTC, but not to Development environment. It's also possible to upload expired development NAV 2015 license file in the NAV 2016 database server without any issue!!! Did anybody experienced this?

    restart the nav service, then try again.

    Yes please restart the service. New license comes into action only when service gets restarted.

    Hi,
    Check from dev. environment that is there a licensce saved in database.
    File - Database - Alter - Option(tab)

    IF Save licensce in database is true, uncheck it click ok. And again from same option check the boolean and select the new licensce file.

    Saved license have priority over uploaded licensce.

    I have done all this guys!!! Restart service houndred times, import the license file into the database... Same issue with all NAV 2016 installations, even the user connection can go beyond the max users authorized conection in the license. But the NAV 2016 license works fine in the NAV 2016 Dev. Client and in the 2013 database Dev. client and RTC, not yet test in 2013 R2 and 2015.

    check if the windows client targets correct nav service instance.
    also install fresh nav system. retry steps with that.
