Sorry if this has been asked before, but is it required that you use a MS partner when doing a new implementation of NAV 2016?

License are sold on through partners only. You need a partner to purchase the license. If you have your license and it has development granule and have somebody on the project with NAV experience, you can implement it without partner.5
