Planning lines not considering order modifiers when created via accept order promising

Can anyone please help me figure out why planning lines that are created by accepting order promising are not considering order modifiers?

Example;
Component item - Lot-for-Lot - Critical - Minimum Order Qty=12 - Order Multiple=12
Produced Item - Lot-for-Lot - No order modifiers

If I create a sales order for quantity 20 - then calculate order promising and accept it - the planning lines are as follows;
Produced Item = Quantity 20
Component Item = Quantity 20 - this is incorrect because it is not considering the order modifiers

If I delete those planning lines and then calculate a regenerative plan - the planning lines are as follows;
Produced Item = Quantity 20
Component Item = Quantity 24 - this is correct because it is considering the order modifiers
