Chart of Accounts permission access

We are trying to limit access to the chart of accounts, but seem to be having having trouble with the users that need posting access (ie. post journals).
It seems that if I make Table 15 indirect read only, they lose access to the C of Acct, but then are unable to post.
I tried to filter access on table 15 by selecting Balance and Net Change, with hopes that by entering =0 it would only show zero balance. This did not work.
It would be better to globally lock out the C of Acct except for management anyway.
If anyone has any ideas...please help. ](*,)
