Opening values for excise RG 23 A/RG 23 C

I am trying to enter opening values for excise RG 23 A/RG 23 C, using tax journal. But as soon as I post the entries the system passes both purchase and sale entries in the RG 23 tables, resulting the net effect to zero. Can you please tell me am I missing something?
