how to check sending xml request is valid or not

Sending a request from Navision to Web service, Create request xml using XMLport. saving xml to staging table. when opening look same as required.
But when sending as request, loading stream throwing error, root element missing.....:

Can you show us something? XML, WSDL, NAV code?
Are you using SOAP?
