Time based variable rate billing

in NAV/Navision Classic Client
I am new to NAV, just going through the setup process. We perform truck washouts at a set rate for the first hour and 29 minutes. If it takes 45 minutes or 1hr 15 minutes, the customer is charged the base flat rate. If however they go over the 1hr 29 minutes they are charged an additional hrly rate that is different from the base rate.
For example 1st hr and 29m is $100, each additional hr is $35.
Customer A takes takes 55 minutes, he is charged $100
Customer B takes 1hr 35m, he is charged $135
Customer C takes 2hr 35m, he is charged $170

How would you setup the billable resource to properly bill based on the different hrly rates?
